**The Uniform Personnel Rules and Regulations concerning Holiday Leave reads as follows:
When New Year’s Day, Independence Day, Veterans’ Day, Christmas or Christmas Eve, falls
on a Saturday, the preceding Friday shall be declared a holiday, if it shall fall on a Sunday, the
following Monday shall be declared a holiday.**
